Who Water Roads is

Water Roads is a CBS Group business building zero-emission water metro transport: high-frequency electric hydrofoil vessels running on waterways a city already has, instead of new roads or rail.

Leadership

Sarah Taylor, Co-Founder and Chief Executive Officer. Founded B+T, a licensing portfolio built on the divisibility of copyrights by territory and licensed to Sony worldwide — A$1 million of seed capital into more than A$500 million of gross licensing turnover. Fifteen years of commercial solution design and bid leadership, securing more than A$10 billion of works across rail, road tunnels, oil and gas and defence estate. Wrote the ISO 44001 and NEC practitioner handbook, and led the first application of validated carbon-offset measurement to mobile assets — the direct ancestor of the Water Roads Environmental Index. Studied at Harvard, Stanford and MIT.

Jeff Dusting, Co-Founder and Chief Technology Officer. Aerospace and systems engineer, qualified at the National Test Pilot School in California. Five years at Transport for NSW as Director, Whole of Life and Innovation, deploying the CAPITAL framework across the Western Harbour and Sydney Harbour tunnels and leading the state’s tolling strategy. Chief engineer and certifying authority for tunnel control systems across Transurban’s Australian road tunnels. Founded Operational Concepts and the Cobalt Blu incubator. FIEAust, CPEng, NER, CFAM, INCOSE.

Jim Ellwood, Chief Operating Officer. Principal consulting engineer at CBS Group for seventeen years, and twenty-five years managing safety-related systems across utilities, aerospace, defence, infrastructure and transport. Accountable for the delivery and governance of large project portfolios from requirements definition through to handover into service. Principal Advisor, Asset Management at Transport for NSW since 2021.
